Technical Center / Game update doesn´t initiate and the game dont start.

Hi !
I´m having the problem with the game update, even changing the adress and the port the game update stays in waiting mode and afeter a lot of time don´t change or download any file.
I´m using windows 8.1 and i tried the compatibilite mode as windows xp SP3 and didn´t work.
Any sugestions to what i´m doing wrong ?
I do all step by step on the site to install the game, it´s my second time to use the game, i have a new pc and im trying to play and i just can´t.
If any of you guys can assist me i will be happy.
