Rework mentats effect from +3 PE to +3CH, because Blood Moon gain PE and after Mentat can be used in squad.

No.
If you want to have leadership bonuses - you have to take more charisma. There are no powerbuilds with 1CH and also ld buffs. Drugs are fine atm.
