Title: Missing Brahmin Boys Quest Giver

I just joined the brahmin boys as a new player, and asked around in the camp to the NPCs where I could get some Quests to do, I was pointed to smith at the building with the motorcycle, but when I went there none of the NPCs were quest givers, to make sure I found the right place I visited this forum post

and I was in the right place, but no Smith
What gives?

Pretty sure all the quest givers were removed along with the assignments. The ones left are pretty useless: Quest for awareness....(we all start with it now) And minor junk turn-in quests for 50 caps etc.
