I will share my personal opinion about character building, basically trying to help out to newbies / small experience groups. In addition, I expect some criticism, so you will be able to see opinions of other build creators.
The only thing I would like to ask: if you criticize - suggest.
I going to discuss only builds for mass pvp, not 1v1 pvp, not scavenging etc.
1. Know your role.
You need to answer questions:
a) What role are you going to have at the battlefield?
b) How will you be better than others in your task?
c) Are you able to work with dedicated leader sharing specialized boosts?
c -- if you are not, than, probably, you need to find one. Else, go with CH 1, at least you'll have the best "not leaded" potential. You can reroll afterwise, having dedicated leader.
2. Know your gun.
Choose your weapon / set of weapons. You mostly interested in range of the gun (determine how far you will able to shoot), but also consider AP cost (the more, the better to take Fast Shot trait), traits, possible perks (sometimes you don't really need to invest 250 in skill), and properties like ability to hex-fire, animation time (don't use Sniper Rifles in "behind-corner" engagement, take a pistol / shotgun with you), area of effect and etc. Also don't forget about weak points (don't shoot with laser at tesla, you'll need something as back-up gun for this situation). Basically, you really want to know as much about your weapon as you can, BUT, corresponding to other weapon classes. Hard work, I know. Don't forget that wakidasi is sneak weapon, bar is small gun, DSR is a big gun -- be sure in your weapon class.
3. Know yourself.
What kind of properties are you going to use the most? Are you going to go for high damage per second / high defense / max range? Meaning, can you shoot without being shoot? Do you want to be useful as medic / scout / tank as well?
This will determine SPECIAL, tagged secondary skills and taken perks. Balanced build are perfectly playable but with universality comes weakness in specifics. If you want to go for tankyness, each perk for DR / healing / defense will accumulate in not-linear way, making it more than just sum of them.
4. Know your leader.
To become more specialized, plan for certain boosts which will give you the max potential. This will take you out from the middle line, making you specialized and strong in something dedicated. Personally I'm trying to plan all builds with charisma 10 to get that maximum. Plan for 3 boosts and think if it's possible to change them for applying in different situation you can get it.
5. Know what to take in when life gets sad.
Most of builds do not require specific drug to be efficient, but you can use some. Some builds could reach its maximum planned potential only drugged. E.g. if you have perception 1, there's not much sense not to use psycho.
6. Use math.
It's the only way to get it perfectly right. You need to count as much values as you can, planned on maximum potential - level 24. So you ought to know levels of your tagged skills, all taken perks and most important derived stats (like maximum range for 95% (90%) of hit chance. Use tools for counting, it's pain without it.
7. Test it out.
Your build requires crash test. Take friends at your platoon base, check damage and result of concrete Build-to-Build fights / situation context fights. Also platoon bases provides personal team pvp, so you don't need to wait (or play at all) zone control, where situation could be not useful for your testing proposes. Also you don't lose gear.
8. Level one build is not level 24 build.
Even if you have planned perfect build, you will probably need to level it up first. Some are harder than others (especially without the leader and having 10 CH). Change your build so you can level up easily, than reroll. Also, come with me and let's cry to devs that leveling takes too much time.
9. Save your build, so you don't need to rebuild it later. Discuss it with your team.
Tips:
1. Forget about realism and names of stats. It's just a math valuable names. Check formulas instead.
2. Don't mess up with Weapon Effective Range (2/3 of weapon range), and Player Effective Range (Distance with max chance to hit). For high skill it's hard to have PER less than WER with SPECIAL penalties (from strength and luck). Use math.
3. Gain Stats are less specific (less effect) than dedicated perks. For specialization, don't take gain stats.

Two weeks ago I've started.. And re-deleted and re-created Sony 17-times in 4 days, from 9-10 level :-) ... Still will have to remake it again. I think this guide will give others an option to perfect their builds in less attempts :-P ...
Small guns - sneaker/critical build/sniper

If I had a chance to start completely over I would choose four eyes instead of small frame, so I suggest doing so. Than you can lower ag and add those point/s into PE, since you'll lose 1 point if using four eyes.
Adrenaline rush/quick recovery can be replaced with dodger, depending on your style of play or use BROF to gain more shots with handguns/less ap when using snipers.
If you're planing to do more sneaking than regular shooting - use bloodthirst perk, very useful when attacking 2+ players.
Guns good to use with this build :
DKS,M1C snipers best ones, but any sniper will do
Deagle,14mm,223 pistol - great low AP critical shooters, deagle best imo
Wazikashi blade,needler pistol - your sneaking arsenal
I buffed throwing coz grenades are awesome, if you can't get use to them, there is always good old milkor to solve problems.
If you're going to sneak - use leather jacket/combat/coat
Generally use any of the armors, but if you're going head on metal/combat armor can take a good beating, if shooting from more range, use leather family of armors for benefits or brof,recovery,healing.
Build treated me well, got over 300 kills with it ofc it took some skill and luck, but you can always disappear into thin air when things get tough.
