Don't know in which revision of engine the issue comes but at the moment it should be a bug unresolved. New revisions of engine have fixed this issue but it's a little more complicated than updating our web browser.
I tried to fix it with some trick but didn't worked.

The bug is also in the mapper.

For the moment, after executing the game and after go into the game, click on the screen and press "enter" until you see the input box.

Maybe he wanted to notice that it's look strange that you have already ddr4 ram as it should start to be sold in 2015 .. even more strange with a pentium 4.

Try to check if folder game isn't read only. Or check if game properly installed.

Both opengl and dx client are old.

I don't understand what you have installed when you say "I installed c++ latest version". If you are talking of MS redistributable c++, you don't need the latest, in fact on seven you don't need something else.

Also if the game stop, you can check fonline.log to see if something interesting at the end of file.

Did you try the game windowed? same problem?

On fullscreen, did this happen at the beginning or start bugging after some alt-tab?

Can you launch something else on you system without problem? (why did you reinstall the first time?)

You are right, a missing information is ACMod but it's not used at the moment.
One is 25 where the other one is -15.

I suggest you to use the cheaper one until we use acmod again.

Do you used special characters on name /password?

Did you manage to log in successfully one time in the game?
If you never manage to log with you character, registration had maybe failed

After registering, name/pass are already completed, did you change them before click play?

Info : You can push "control" key to see password field.

Make sure also that you have rights on all of these files, as if client didn't access to them it say the file wasn't found.

The server is hosted at Online.net at Paris.
You can start to test ping on ping.online.net, you will not get lowest ping than that.

As you look to be in Australia, ping between Paris and Sydney look like to be around 320ms according to this site.
So adding ping to reach Sydney and latency of the server, I'm afraid you will get again 400ms ping.

If FOnline can't read datafile you will got this error. Even if the file exist, maybe the file is corrupted (you can try to open the file if you have an error), maybe FOnline don't have enough right to use it (already used or right problem) or .. something else.

I know that AoP is a Pvp server but charisma is to soldiers like luck is to crafters. Crafters is the opposite (for me) of soldiers but these two "build" are specialized. Maybe it's normal to all these specialized build to be very bad in one stat.
When i talk about specialized build i don't talk about optimized build where last ones considers all features likes equipments, drugs, etc..

But charisma can have a lot of impact in the game, i think about a lot of "help" feature that make the game easier if you have more charisma.
Better reward from NPC (quests or usual missions)?
Better room instead of crappy ones?
Talk distance limitation, people don't care about you (and less 2 charisma you can't shout) (
Reputation increase more with high charisma and decrease less. If a low charisma guy make some trouble he will quickly be hated, a charisma guy will be quickly be forgiven.
Leadership (we don't have details)
Access to some reserved location before to have the real access? (by being friend of a NPC, but need reserved locations ...)
If faction can have promoted players, maybe restrict these promotion to players with a least 3 charisma for first rank and more to higher  rank.
A real group feature (i have a whole idea about this point, exp sharing, group management, group communication, ..)
Human NPC reaction, even aggressive npc will not shoot you if you have enough charisma and they don't hate you. (an aggressively level threshold ..)
...
