those players will waste a good pair of 2 months just leveling, so meh.

Nah, leveling in fo2 is quick if you do caravans and centaurs and what not, power gamer can get to level 27 in less than 2 days.  getting some gear is the hard part.

Yes, it is very quick. Most players are well, well over 20 already.
The global progression system while a good concept, is not balanced.

I heard that it has the stats of CAmk2, which you shouldn't have on day 2 when there is progressive tech in progress.
