For BBoys we have a ghoul outside the inner city who buys everything and has tons of stuff.

There is a dwarf in the saloon that buys misc items for less than that ghoul.
And a human in an unoccupied house that buy books for even less than the dwarf. More like a quest though. You bring him each book and he tells you what he'll give you for it.
The ghoul is the best, but he never has caps.

Dwarf isn't "paying" your for those, you can dump arts for 1k rep to him or to gain blueprints.

Ghoul is still the best, coz no other faction has ghouls!!! Boo ^^

and if you're wit hthe family there's a guythat most newbies miss because they head straight into the hotel instead of the market, he'll take al lyour junk and low tier crafting metrials in exchange for ammo and low tier guns, all his shit is given to him by players, so yeah, sometimes you'd even find a combat armor in his inventory and he'd sell it for like 100 caps
