If the GM apply a script to change your faction (or giving you the reputation?), you can't get the room anymore.

To get the room, you need to leave the faction and rejoin (e.g. by "tagging" a friend who'll bring you back or joining other faction / leaving / joining the first one again). Otherwise it doesn't seem to be possible to trigger the quest at the greeters get the room

Probably, cuz you had it before and the script do not consider it?
