Title: Change car loot spawns

So, at 2 am in the morning, during the least populated part of the session, every single goddamn car has still been scavenged. It's like there are bots running amok scavenging every single car as soon as it cools down. Either that or the loot spawn timer is borked. Cars need to be fixed as they are a source of Oil.

I have only successfully scavenged metal parts from a car once on launch day.

Its like they never refreshed since then.

yeah no idea what's up with that. It's an old script that hasnt been touched in years, literally, and was probably along the way.
