What was meant you can't take a gain inteligence perk when you have 10 inteligence. That should be obvious. And there are no other requirements.

1Then you have a dead frien,an you'll probably loose some rep.
2.Crafting assigments, pvp, whatever you find working for you.
3. Better do not change your room, your new one will still be small like the previous one, currently no  big rooms.
4. No, all your weapon skills share your main weapon skill up to 150% after that you get weapon perks in your main skill, and all your secondar skills have half the % of your main skill when it comes to effectivness.
5. Depends of your build.

I'd like to suggest adding in all faction bases an NPC who woul exchange enemy faction armour for your own ones, or add an option to somehow repaint them.

Question: Are Faction-Armors lootable by enemies? Cuz' they are "Faction-Only" and all. Bound to your Faction-Reputation. Right now I have not seen any enemy spies in Brahmin-Armor... so I'm a bit curios :D

Well yes they are, i'm a lawyer and after killing a v=tech patrol i looted their faction CA.

That is not a bug read the FAQ.
Until you aquire 150% skill in your primiary weapon all chances are equal. After that your main weapon gains weapon perks , and your secondary weapon skills have half the skill points that your primary skill has , but no weapon perks.

"Some of your skills are affected by a mechanic called Bleedover. This mechanic shares your level in a skill with another skill, up to 150%. For example, if you have 150% in Small Guns, you'll be able to use a big gun just as if you had 150% in Big Guns. However, this only affects your precision and doesn't unlock any weapon perk, so you'll have to raise the according skill for that. All primary skills share their level, and Doctor and First Aid are impacting each other the same way. Bleedover is graphically represented on the character screen interface by the colored cables making a link between your skills. The general goal behind this mechanic is to allow you to decently use as many available weapons as possible with one single character, though you'll still be more specialized and efficient with gun types from the skill(s) you raised. "
