Is this only if the weapon is active and equipped, or does it take into account the second weapon slot as well?

Sneak now works only for scouting and melee, but even for them the cell consumption is 3x higher than before the nerf. If you want to use sneak in large scale combat, be ready to carry 1.5k-2k cells with you, thats around 1.1k caps. So you'll need to grind one hour, in order to try to fight and do some damage using sneak, for 10 minutes. Thank you god. Just delete this skill, it just uses space in the list.
