MASTER.dat and CRITTER.dat

Where are these two files? I don't have Fallout 2 so I'd like to know where I can get them.

just buy fallout 2 on steam that's the only way to get them

Some guys told me that the devs included a game file in the download that meant you don't need Fallout 2.
Were they wrong?

Wrong, we didn't include these files. Yoou have to get it from fallout 2.

You can either buy it on steam for like $10. I would just buy it, it's only $10.
