dis wepon is tier 3 and has high damage output; yes.

However, is difficult to obtain, the ammo is increbidly difficult to get in bulk (10 pieces) and yet its only modifier is on the even harder to obtain 'AP' ammo and that only decreases modifier by 30% dr.

-The weapon has medium range (less than PKS)
-Cost ~200 ap to shoot and reload!
-Requires you to only walk (meaning no armor class or running away)
-5 ammo weighs more than the launcher itself
-last weapon perk is useless
-rare weapon

all it needs it better modifier on ammo and easier to obtain rlauncher. The ammo SHOULD be hard to obtain but the weapon itself neds sum lav

What do you suggest?

Stun Rockets - Stuns (disoriented and winds) your enemies with minimal damage

Plasma Rockets - Rockets with Plasma (yes theres the plasma cannon but cannon weak and not worth it)

High Velocity Rockets - 6 hex explode radius

Gravitron Rockets - Rockets that send your enemies flying 10 hexes or more with 25% chance of sending weapon flying with low damage/no damage (mean't to break a line or something)

Shrapnel Rockets - Rockets made almost like a grenade with a lot of shrapnel that causes a lot of bleed and low knockback and damage.

A decent armour piercing rocket should slaughter anyone in Power Armour and significantly reduce its condition but not destroy it. Basically it would punch one big hole it and the shrapnel would bounce around the inside inflicting severe bleed damage on the wearer.

reading this you can see that by simply changing one component of the rocket (the explosive liner) the terminal properties can be modified. The shaping of the charge creates blast waves which focus and project the liner into the target. Pure malleable metal (copper for example) is best for AP. Some materials are used for their incendiary Beyond-Armor-Effect.

There is a lot of this that I haven't read yet and I am going to after I submit this post, but I want to stress how important it is for you to understand that reality takes a backseat to balance/mechanics.
Edit: We've definitely talked about backblast in the past and think it could be very fun.
Also, AP rockets are very effective against PA
