Do drug buffs take stats over 10?

I tried using mentats to increase my sight distance, but it didn't seem to have an effect so I wondered if the buffs from drugs are capped at 10?

Yes, you can't go higher than 10 with your stats by any means.

Yes, you can't go higher than 10 with your stats by any means.

Hawkeyes and sharpshooter take the effects of perception over 10.

I would have thought drugs would, to prevent people dumping stats knowing they will be compensated by a certain or multiple drugs.

Also you can't go lower than 1 by drugs effect, can you?

Just used what I believe was my last reroll to make a mentat addicted sniper, as having 9 natural perception left me unable to max luck, so instead, being able to compensate my now 7 pe with mentats (+3 pe) or bloodmoon (+2 pe) (if I can ever manage to find scorpion eggs) instead leaves me a much more effective sniper.

It cost me 2 perks to do this effectively; replacing critical strength and Dr Strangelove with toughness and adrenaline rush in an attempt to negate the downsides of mentats, but now I have the option of not taking mentats and being a tough close range gunner too (especially if I use psycho).

I changed my build because mentats were useless to me (didn't increase my sight range enough to be useful). But I seem to have created a much more flexible character in the meantime.

I don't really know if it is all for the best or not yet, but so far, I like this character a lot more.
