You mean take 1 layer go to familly HQ, then take 5 friends, they will tag layer.

They will go to wasterland and layer will kill them and free exp, ye?

The amount must be really very small, beacuse people will start using it as exploit.

That "natural ennemy" thing is the part that makes less sense to me. I am not fond of ideas enforcing it.
You have more reasons to go after you neighbours than those at the other end of the base. Anyway, the four factions want the city for themselves. They are all natural ennemies.
