Title: [CHAR] Gifted

   When you take Gifted Trait you HAVE to set all your SPECIAL  stats at 2 or more.

   In my opinion there should be possible to set all SPECIAL stats as I want  >:( (setting one or more stats at 1 should be possible).

Is it a bug or it is intended?

I think it is rather a game specification, in regular fallouts you also couldn't get below 2 with gifted.

This is not a bug.
